Public records requests and public records policy
All public records of the Public Utilities Commission of Ohio (PUCO), as defined by R.C. 149.43, which are not exempt from disclosure under the law, are available for inspection and copying in accordance with the Ohio Public Records Act. “Record” includes any document or device, whether in paper, electronic, or another format, which is created or received by or coming under the jurisdiction of this office, and which documents the organization, functions, policies, decisions, procedures, operations, or other activities of the office.

You may view the records you have requested at all reasonable times during the regular business hours of this office. If you wish to view public records at our office, we will promptly make them available to you. If you wish to receive copies of records, we will provide them within a reasonable period of time. “Prompt” and “reasonable” take into account the volume of records requested; the proximity of the location where the records are stored; and the necessity for any legal review of the records requested.
No specific language is required to make a request, but you must identify records with sufficient clarity to allow our office to identify, retrieve, and review the records. Please note that if we have denied your records request because it is overbroad, ambiguous, or does not reasonably identify our records, we will provide you with information about how our records are maintained and, if you wish, you may revise your request for records.
If any portion of your request for records must be denied because the records are exempt from disclosure under the law, we will inform you which records are not public by clearly marking the portion “redacted” or we will explain portions of the records have been redacted. In addition, we will provide you with the legal authority which we have relied upon.
When requesting records, you are not required to disclose your identity; provide our office with a written request; or provide a reason why you have requested the records.
A fee for copies of public records may be charged to cover the direct costs of duplication incurred by the PUCO. Currently, the fees are $0.05 per page and $1.00 per compact disc. In addition, the actual cost of postage or cost of delivery may be charged. We may require payment of these fees prior to processing your request.
