In matters 12-1883-TP-UNC, 12-2253-TP-UNC, and 13-173-TP-UNC, prior to the vote, Chairman Snitchler offered brief comments that while the Commission was fulfilling its statutory responsibility to designate these three wireless carriers as competitive eligible telecommunication carriers, he acknowledged recent concerns regarding waste, fraud, and abuse that has proliferated as more such carriers are providing free or low cost Lifeline service. Chairman Snitchler encouraged the Federal Communications Commission to expeditiously implement both the National Eligibility Database and the National Accountability Database as these databases will go a long way toward stemming the potential for fraud, duplication, waste, and abuse of the Lifeline fund.

Commissioner Slaby echoed the Chairman's concerns adding that the Commission needs to remain diligent in safeguarding ratepayers who bear the cost of these subsidized services.
