Environmental disclosure information for EDUs and CRES providers

November 28, 2017

The PUCO’s Environmental Disclosure Rules require competitive retail electric service (CRES) providers and electric distribution utilities (EDU) to file environmental disclosure forms. In 2015, the source of the regional mix data was changed from the Energy Information Administration state data to the PJM system mix. While the footprint of the regional mix has changed, the overall trend of natural gas fired power increasing and coal-fired power decreasing continues.

The annual form for January 2018 should use the 2018 percentages in the table below. If the EDU or CRES provider buys its electricity from the market, the supplier’s product and regional average should be the same.

Regional generation resource mix (%)

2018 2017 2016 2015 2014
Coal-fired Power 35 33 41 45.5 65.5
Nuclear Power 34.5 37 35 34 16
Natural gas-fired power 26 25 19.5 16 14.5
Wind power 2.5 2.5 2 2 1.5
Hydropower 1 1.5 1 1 1
Biomass power 0.5 0.5 0.5 0.5 1
Oil-fired power - - 0.5 0.5 0.5
Other 0.5 0.5 0.5 0.5 -
Regional air emission rates (pounds/MWh)
Carbon dioxide 998 954 1,070 1,137 1,635
Sulfur dioxide 1.2 1.2 2 2.3 5.2
Nitrogen oxides 0.8 0.7 0.8 1 1.5

For the quarterly forms EDUs or CRES providers that purchase electricity from the market should use the updated PJM system mix percentages in the table below for the “actual” pie chart. The “projected” pie chart should remain as the 2017 percentages above. On the air emissions bar chart the “projected” bar should extend to the regional average line while the “actual” bar should extent to percent change shown below.
